『気候安全保障:地球温暖化と自由で開かれたインド太平洋』(笹川平和財団海洋政策研究所編)を読みました。地球環境問題を、軍事的脅威と共に考慮すべき新たな脅威として位置づける考え方が気候安全保障である。気候変動は、食糧や水の供給を阻害し、海面上昇による国土の喪失を招き、自然災害による人々の生活破壊を招き、格差・飢餓・犯罪・大規模な移住・国家や民族間の対立を誘発する。海洋経済振興や海洋環境保全や海洋安全保障に関する諸問題を均衡的に解決し発展させる海洋ガバナンスが確立されるべきである。地球の表面の71%は海洋であるが、特にインド太平洋地域は、気候変動に対して世界で最も脆弱な地域であり、気候安全保障を理解するための重要な地域と言える。 I read the book titled "Climate Security - Global Warning and a Free and Open Indo-Pacifc" edited by the Ocean Policy Research Institute of the Sasakawa Peace Foundation. 'Climate Security' is the idea of positioning global environmental issues as a new threat that should be considered together with military threats. Climate change disrupts food and water supplies, leads to land loss due to rising sea levels, and the destruction of people's lives due to natural disasters, leading to disparities, starvation, crime, large-scale migration, conflicts between nations and racial/ethnic conflicts. Global Marine/Ocean Governance is the conduct of the policy, actions and affairs regarding the world oceans. It should be established to solve and develop problems related to marine economy promotion, marine environmental protection and ocean security in a balanced manner. 71% of the earth's surface is the ocean, but especially Indo-Pacific region is the most exposed region in the world to the hazards climate change is amplifying and is an important case study for understanding Climate Security.
